The
Government of Bangladesh has adopted Bangladesh
Private Sector Infrastructure Guidelines to facilitate
private investment in infrastructure. The guideline
was approved on 2 October 2004 by a notification
of the Cabinet Division.
The Guidelines (PSIG) establishes procedure to identify,
procure and implement Private Infrastructure Projects
and establishes institutional arrangements to monitor
and expedite implementation of these projects at
national level.
For promotion and efficient processing of these
Projects in Bangladesh, a national level committee
named "Private Infrastructure Committee (PICOM)"
has been set up under the Prime Minister's Office
by notification of the Cabinet Division on 5 October
2005. The Principal Secretary of the Government
of Bangladesh heads the Committee.
PICOM is created to co-ordinate, monitor and expedite
the resources, strengths and capabilities of both
public sector and private sector for the benefit
of the nation. Following are the functions of PICOM:Prepare
and implement plans for developing expertise and
capacity of Government officials to understand and
manage Private Infrastructure Projects and ensuring
that the officials are retained within the infrastructure
Line Ministries.

Promote
private sector participation in financing,
constructing, maintaining and/or operating
infrastructure projects. |

Promote
new laws, regulations and policies for successful
implementation of Private Infrastructure Projects
by creating enabling conditions and supportive
framework. |

Identify
and analyze reasons for the lack of desired
enabling environment for investment and lobbying
with the appropriate authorities to address
those factors. |
 |
Ensure
that Private Infrastructure Projects are carried
out, keeping in view the integrated infrastructure
requirements of the country. |
 |
Ensure
evaluation, and assisting in smooth execution
of Private Infrastructure Projects. |

Oversee
that Projects meet established socio-economic
and environmental policy criteria and that
it conforms to Government legislation. |
