Training on Case Studies on Public Private Partnership (PPP) in Bangladesh

A two-day training on case studies on Public Private Partnership (PPP) projects in Bangladesh was organized on 17-18 February 2010 at Hotel Sheraton, Dhaka for officials of the central agencies of the government and private sector. The training programme was arranged by the Board of Investment (BoI), sponsored by Investment Promotion Financing Facility project of Bangladesh Bank and facilitated by Infrastructure Investment Facilitation Center (IIFC).

Officials of government ministries and executing agencies, banks, and leasing companies participated in the training. The objective of the training programme was to learn from the previous success stories in developing and implementing PPP projects in Bangladesh.

Mr. Abu Reza Khan, Executive Member, BOI & Member Secretary, PICOM was the Chief Guest in the programme. Mr. Abul Quasem, Project Director, IPFF Cell and Executive Director, Bangladesh Bank and Mr. Md. Ashraf Shameem, Director, BOI was present in the inaugural session to welcome the participants.

In the training programme three case studies based on three successful PPP projects were discussed:

360 MW Haripur Power Plant. The plant is successfully adding around 360 MW power to the national grid.
Leasing PGCB’s Optic Fiber Cable. The OFC from Dhaka to Chittagong upto Cox’s Bazar is being used by Grameen Phone (GP) for carrying most of the GP’s voice signals.
Power Station of United Power at Dhaka Export Processing Zone (DEPZ). The plant is providing 35 MW power to DEPZ.

Project overview, technical considerations, commercial considerations, pre-qualification and tendering process of the case studies were examined in detail in the training.


Training on Basics of PPP on 28-29 October 2009

The training was held on 28-29 October 2009 in Dhaka. Different broad aspects of PPP were covered in the training including the overview of PPP concept, institutional arrangements for PPP, relevant stages prescribed in the Private Sector Infrastructure Guidelines (PSIG) and Tendering approaches and investor selection process. The importance of adopting PPP projects in the national planning process was also highlighted.

A two daylong Training for the officials of the central agencies of the government and Private sectors involved in the development and planning process was arranged by BOI on 28-29 October 2009 at Hotel Sheraton, Dhaka. Officials of Planning Commission, Finance Division, Banks, Leasing Company and IIFC participated in the Training. The objective of the Training was to familiarize to the officials, Public Private Partnership concepts to be incorporated in the national planning process.


Training on Bangladesh Private Sector infrastructure Guidelines on 4-5 March 2009

The training was held on 4-5 March 2009 at Dhaka. Different broad aspects of PPP were covered in the training including the overview of PPP concept, institutional arrangements for PPP, relevant stages prescribed in the Private Sector Infrastructure Guidelines (PSIG) and Tendering approaches and investor selection process.

Training on Basics of PPP on 25-26 January 2009

This training was held on 25-26 January 2009 at Dhaka. It covered the following broad aspects of PPP:

overview of PPP concept
institutional arrangements for PPP
relevant stages prescribed in the Private Sector
Infrastructure Guidelines (PSIG) ways of tendering and investor selection process

For facilitating better understanding of the participants, basics of infrastructure regulation and project financing were also discussed. The importance of adopting PPP projects in the national planning process was also highlighted in the workshop. Mr. Kamaluddin Ahmed, Executive Chairman, BOI was the Chief Guest in the inaugural session.

Workshops on Private Sector Infrastructure Guidelines

BOI has been arranging a number of workshops under the Investment Promotion and Financing Facility, to create awareness on the Private Sector Infrastructure Guidelines in all the cities of the country primarily at divisional level. Apart from the workshops at Dhaka, the following workshops have been held in the following cities:

  • Khulna 18 November 2008
  • Sylhet 12 February 2009
  • Cox's Bazar 30 April 2009
These workshops helped to reach the local authorities and to know about the problems of initiating and implementing infrastructure development projects in the divisional cities. The workshops were sources of great encouragement to the officials of the divisional cities in taking up new PPP projects. The participants felt that, this will help in reducing the burden on the government budget in future.

IRTI Training on Public Private Partnership

Board of Investment (BOI) and Islamic Research and Training Institute (IRTI) of Islamic Development Bank (IDB) jointly organized an international training on Public–Private Partnership. The workshop was held from 10th to14th August 2008 at Hotel Sheraton, Dhaka, Bangladesh. IIFC facilitated the event. National and International PPP experts were invited as resource persons in the training. Dr. A B Mirza Azizul Islam, former Advisor for Finance and Planning chaired the workshop, as Chief Guest.

The main purpose of the workshop was to provide an understanding about the complexities of PPP arrangements. In the workshop, coordination amongst IDB member countries in developing PPP projects was suggested. The workshop offered an opportunity to share country and project-specific experiences to the participants.

Lectures and technical papers were presented focusing on the existing guidelines, present and future private infrastructure projects and the sources of financing of the projects. The participants were from different ministries, executing agencies, regulatory bodies, private sector and financial institutions.
